I had a pc given to me by someone who had upgraded to a newer pc. They cleaned out this older one but took out all kinds of things they probably shouldn't have. I've done a lot of updating as did another person but the dvd drive doesn't have a decoder. It plays cd's but not dvd's and I can't seem to find out how to get the decoder. The drive is made by LG, it's hl-dt-st dvdram gsa4081b. any idea on how I can resolve this?

You will have to download the drivers from the LG website.

is there a difference between drivers and a decoder?

Yes. As long as your PC is detecting your drive as a DVD-Rom, you're fine. Generally you don't need drivers with optical drives, as the built-in OS drivers are sufficient. Sometimes you do need to upgrade the firmware though. The decoders is basically a software codec (compressor/decompressor) that will allow your media player to translate the data stream from a media source. It's not the same as a device driver. Anyways, download the K-Lite Codec Pack. That should include any codec you'd need, including DVD decoders. Make sure that the option for the DVD decoder is selected prior to install, as I don't think it's selected by default.

Most optical drives don't need any more drivers than what come basic with an OS (not for just reading discs, at least). However, the decoders necessary for playing DVD video are very different. The DVD playing codecs supplied by most computer makers cost money in royalties paid to the group that owns the patents on the DVD format. Most, if not all, computer makers won't allow you to just download the DVD playing software for legal reasons. Free DVD decoding is a fairly recent development, and is probably a legal gray area that major companies don't want to mess with.

If I remember right, there was a young teen a few years back in Europe who reversed engineered the codec for DVDs and put a linux codec online for free distribution. There was a warrant out for his arrest here in the states. Never heard how that one played out.....
