I don't think it was made to be a laugh-out-loud movie -- it has a very quirky and understated sense of humor and I think that's why so many people had so much trouble with it. It's not the greatest movie of all time, but it's definitely not the worst. But then, almost all of the movies mentioned in this thread don't come close to qualifying as the "worst movie ever." Changing the title of the thread to "Movies I Hated" would make it more accurate.
