Was racism a part of his death? Probably. But it sounds more so like Jamiel was in the wrong place at the wrong time, which is a big factor in innocent people being killed in Chicago by gang activities - many of whom are hit by a stray bullet from a nearby gang shoot-out. When it comes to such fights between gangs, most don't even try to aim - they just point their guns at the other person and open fire blindly. As for Jamiel's Law itself, I would support it - but I wouldn't expect it to do much to reduce gang violence in LA. The gangs in that part of the country are extremely well-organized, and their leaders (even if locked up in prison) can easily keep giving commands to their subordinates.
