The reason the Bible is not enough is because many Christians bring their presuppositions into the reading and interpreting of the Bible.
When I was in collge (1969-1972) I was in a campus group that consisted of students from over 15 different denominations. We decided to study the Book of Acts to see how the early church believed and practiced. There were areas of controversy before we finished the second chapter. Yet, when we looked at it as the first readers would have looked at it (without our presuppositions) we were all in agreement.
How much more unity could we have in our churches and how much could we break down denominational barriers if we could just seek to look at God's Word as the first readers did?

I read the Manifesto. It does not read like a theological doctrine statement or creed, but rather as a political/worldly statement.
It's amusing, but certainly not a Biblically accurate creed, and therefore it stands more as a statement of a certain group within a certain culture at a certain historical point.

Please re-read my post #17, specifically this:
"Take a look at some of the earliest creeds, like the Apostle's Creed, the Nicene Creed and the Athanasian Creed. Now those are statements about the revealed nature of God, focused on God."
Short, one page documents, that quite adequately focus on what God has revealed about Himself. Those are the type of statements that should start off a Christian declaration of purpose. "This is who God is, so this is who we are to be." We act in response to Him. You may think that the manifesto contains enough about the identity of God, but I do not.
